The Centre will be a separate operational unit of IDLC. It will operate at arm’s length from regular business of IDLC for better management control over The Centre and to avoid conflict of interests with other activities being pursued by IDLC.

IDLC Finance Ltd is responsible and accountable for the successful management and implementation of LEIC. To this end, IDLC contributes support services to LEIC in order to ensure a fair sharing of the financial risk between CIDA and IDLC Finance Ltd.

CIDA's Private Sector Directorate of the Canadian Partnership Branch is responsible for the management of CIDA's Contribution to LEIC with IDLC. CIDA provides input and agreement for the overall direction in LEIC's annual work plans to ensure that such direction is consistent with CIDA's programming for the private sector. CIDA also ensures that LEIC is regularly monitored and audited in accordance with the Agreement.

IDLC Finance Ltd has established a Steering Committee, which reviews the progress of LEIC’s activities towards achievement of its objectives and expected results. The Steering Committee meets quarterly (or semi-annually) to review the overall performance of LEIC. The Steering Committee requests and/or suggests for any other information, as it deem necessary, to assess the achievement of LEIC.

The Canadian High Commission has a membership in the Steering Committee and cooperate LEIC to make it successful. CHC will also assist LEIC to find out Canadian firms as partners and to establish contacts with high commissions/embassies.
